Tessa joined Morgan Cole as a consultant advising public sector clients in April 2000.  She had previously worked for 16 years in the Government Legal Service at the Welsh Office advising on the statutory functions of the Secretary of State for Wales.

In the field of health and social care, Tessa advises NHS trusts, primary care trusts, local authorities and strategic health authorities on governance and organisational issues and compliance, child protection, mental health and a wide range of medico-legal issues, including consent to treatment, confidentiality and the implications of the Data Protection Act.
