Energy Performance Commitment
A number of hospitals face a compulsory emissions trading scheme once the Government’s proposed new Energy Performance Commitment (EPC) comes into effect. Organisations covered by the scheme will be penalised if they fail to purchase allowances which cover the carbon dioxide emissions attributable to their energy consumption. Other ‘large non-energy intensive organisations’ caught by the EPC include local authorities, supermarkets, hotel chains, large office-based service organisations, universities and government departments.
Competitive Dialogue kicks off in Wales
Morgan Cole are currently involved in advising on two ongoing procurements for Welsh public authorities using the “competitive dialogue”, the new procurement route for complex schemes which is intended to replace negotiated procedure in most cases. This is still a very new and untried area (according to the Official Journal, there have only been around 500 procurements using the competitive dialogue in the EU as a whole, and around 170 in the UK).
