Penri Desscan is a commercial lawyer specialising in projects and PPP, public and utilities procurement law and commercial contracts . His projects work includes advising the National Assembly of Wales, Severn Power Limited, the Department of Health. He is currently advising the National Assembly of Wales on an intra Wales air service providing a direct air link between North and South Wales, and, Severn Power Limited on the design build and operation of an 800mw gas-fired power station in Gwent.
He has a n extensive procurement practise providing strategic advice and assistance in relation to both contentious and non contentious public and utilities procurement issues. His clients include Welsh Health Supplies, Welsh Health Estates, National Assembly for Wales, several local authorities and numerous NHS Trusts in Wales, Universities and Colleges, Wales and West Utilities and British Energy plc. Recent work includes advising on an all Wales Agency Nurses contract value circa £80m, and the procurement of a replacement commercial fleet (500+ vehicles) value circa £18m. He also regularly lectures, provides training seminars and news bulletins to clients on all aspects of Procurement law.
